Pradhan Mantri Kaushal Vikas Yojana (PMKVY) : Creating a bright future can be difficult for the youth of the country, but it is quite possible to guide the youth to make their future bright. To make this possible, the Government of India has launched the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) under the Ministry of Skill Development and Entrepreneurship (MSDE).

PMKVY enables the youth of the country to receive industry-related skills training which helps them to improve their lifestyle. The scheme, after providing free skill training to the youth of the country, helps in improving the work efficiency of daily wage earners by distributing monetary rewards and rewards.

Key features of PMKVY

A.) Short-term training

There are various training centers (TCs) under PMKVY which provide training in areas such as entrepreneurship, soft skills and finance and digital literacy. This training program benefits countless candidates including unemployed people and school or college dropouts. The training programs are covered under the National Skills Qualification Framework (NSQF). The time duration of the training program is usually between 150 and 300 hours.

B.) Recognition of Pre-Teaching (RPL)

RPL refers to the assessment process used for the assessment achieved by formal or informal learning of an individual’s existing skill set, knowledge and experience. Individuals with prior experience or skills are assessed under Accredited Pre-Education (RPL), which is one of the components of the PMKVY scheme. Currently more than 6 lakh persons are RPL certified and are offered bridge courses by the Project Implementing Agencies (PIA) to prepare them for the current market conditions.

C.) Special projects

Under the Special Projects component, training is imparted in specialized areas or campuses of government bodies, industry bodies and corporate offices. Training will be provided in special job roles which are not defined under available qualification packs (QP) / National Professional Standards (NOS). The terms and conditions differ slightly from short-term training under PMKVY for any shareholder. The primary objective of special projects is to encourage training in the weaker and marginalized groups of society.

D.) Skills and Employment Fair

Skills and employment fairs are conducted by Training Partners with media coverage every 6 months. PMKVY values ​​the participation of targeted beneficiaries through a fixed beneficiary process. Training partners are required to participate actively in the National Career Services Fair and on-ground activities.

E.) Placement Support

Training partners of PMKVY provide opportunities for appointment to certified persons under this scheme.

The eligible candidate is considered as one who fulfills the following eligibility conditions:

  • The candidate is certified and placement is done within 90 days of certification
  • Candidate has successfully completed 3 months (self / salary) of regular employment
  • Salaried candidates are earning equal to or more than the minimum wage, as defined by state employment guidelines
F.) Continuous monitoring

Inspection agencies can use various functions to maintain high standards of quality, including audit reporting, call validation, surprise visits, and monitoring through the Skills Development Management System (SDMS). The visiting inspector has details of the batch timing for a particular center and PMKVY will visit during batch hours to check compliance with the 2016-20 guidelines.

Jobs after implementation of PMKVY

The National Skills Qualification Framework (NSQF) determines specific skills based on feedback provided from industries employing trainees. The National Skill Development Council (NSDC) has been running the scheme since the launch of PMKVY in 2015.
After the implementation of PMKVY, a total of 252 types of jobs were added to provide training within the first two years. After two years of implementation of the scheme, around 15.4 lakh candidates have been certified. Around 5.8 lakh reported placements under the component of short-term training. Out of 252 jobs, training is provided for 198 employment types.
